From the very beginning, the importance of OASTH’s administrative bodies, the Gener- al Assembly and the Board of Directors, was established. The Board of Directors was elected by the General Assembly, which consisted of the shareholders. The Board of Di-
rectors initially was made up of seven members plus five alternate members, with a three-year term. After the election of the members by the General Assembly, the members would meet to vote for the chair and vice-chair of the Board of Directors. Then, the various committees re- lated to the various functions of the organisation (finance committee, claims settlement com- mittee, etc.) were formed. Nikolaos Koulouris was elected as the first chairman of the OASTH Board of Directors.
The Board of Directors is generally responsible for setting the organisation’s policy, through a wide range of responsibilities relating to the maintenance and repair of buildings and equipment, the bus fleet, the conclusion of contracts with third parties, the management of the organisation’s assets, approving loans from the state, settling claims and accidents, managing personnel issues (appraisals, promotions, leave grants, retirement applications, conduct), and other service-related issues. All these issues were the result of consultation between the individual committees and offices and the organisation’s management. In addition to the Board of Directors, another important figure was the Director General, who was appointed by the Board and was required to have experience in transportation issues.
